One thing that increasingly stands out to me in these grid expansion debates is that transmission reform probably needs to remain somewhat structurally separate from the much larger ideological fight over electricity market liberalization.

The case for expanding transmission capacity and modernizing the grid seems increasingly difficult to avoid, especially with rising industrial demand, electrification, and AI/data center expansion. But the evidence that deregulated electricity markets are clearly superior on reliability, affordability, or long-term resource planning still seems much more mixed than many advocates admit.

If that’s true, then trying to fold broader competition reforms into transmission expansion efforts may actually slow the buildout process politically and institutionally. Debate market reform directly on its own merits if people want to pursue it, but keeping transmission expansion focused on coordination, reliability, and capacity planning probably makes the larger problem more manageable.

Remove large phantom load uncertainties created by data center demand by simply drawing a line to limit (10, 15, or 25 megawatts) the complexities. Below the line use the AEP approach in PJM. Above the line categorize them as primarily stand alone off-grid industrials that must generate their own electrons like the industrials of the past e.g., chemical facilities like Dow, Midland MI or Eastman, Kingsport TN.
